31 Scheduled Employments under West Bengal Minimum Wages

Issued by the Labour Commissionerate, Statistics Section, Government of West Bengal. The circular notifies revised minimum rates of wages for 31 scheduled employments, including: any establishment carrying out manufacturing activity under Section 2(k) of the Factories Act not covered by other scheduled employments; Automobile Engineering Repairing Workshops & Garages; Beverage Manufacturing & Vending Establishments; Biscuit Manufacturing; Bottling and Packaging Industry; Clinical Establishments; Confectionery and Sweets Manufacturing; Consumer Co-operative Societies; Courier Service; Engineering Units employing less than 50 persons; Establishments under the Shops & Establishments Act, 1963; Floor and Wall Tiles Manufacturing; Garments Manufacturing; Glass Industry; Hotels and Restaurants; Ice Cream and Candy Manufacturing; Ice Factory; Information Technology Industry; Jewellery Manufacturing; Laundries; Leather Goods Manufactory; Loading and Unloading Operations; Malls/Multiplexes/Departmental Stores; Manufacture of Rubber Products; Non-Banking Private Financial Institutions; Private Hospitals & Research Centres; Refractory Industry; Rolling of Iron Rods, Plates, Angles etc.; Saloons and Beauty Parlour; Security Services; and Wood Works and Furniture Industry.

Rates are provided by category (Unskilled, Semi-skilled, Skilled, Highly Skilled) for Zone A and Zone B, Per Month and Per Day, referencing individual Fixation/Revision Notifications and previous period Circular No. 07/Stat/14/RW/24/2023/LCS/JLC dated 09.01.2026, read with Labour Department Notification No. I/723462/2025/LABR-25099/31/2025-LWMW dated 15.12.2025. Zone A comprises Municipal Corporations, Municipalities, Notified Areas, Development Authorities, and Thermal Power Plant/Township Areas; Zone B comprises the rest of West Bengal. General conditions include: daily rate = monthly rate ÷ 26; weekly rate = daily rate × 6; normal working day of eight hours plus not less than half-hour recess, subject to 48 hours/week; one weekly rest day; double wages for rest-day/overtime work; protection of higher existing contractual rates; applicability to contract employees; equal rates for disabled persons and for men/women performing similar work; and that minimum wages with variable dearness allowance constitute the enforceable minimum wage under the Minimum Wages Act, 1948.
