Rajasthan State Pollution Control Board (RSPCB) had issued “Guidelines for Estimation of Wastewater Generation and Production from Small Scale Textile Industries located in the clusters of Pali, Balotra, Jodhpur and Jaipur” vide order No. F.05(Gen-83)RPCB/Tex/1219-1278 dated July 31, 2023. The Hon’ble Supreme Court, vide order dated March 18, 2026 in Suo Motu Writ Petition (Civil) No. 08/2025 titled “2 Million Lives at Risk, Contamination in Jojari River, Rajasthan”, directed RSPCB to develop and implement a machinery-based and technology-driven system for accurate determination of wastewater generation within two months, replacing the existing estimation-based methodology.

In compliance with the said Supreme Court directions, RSPCB constituted a Committee of Board Officials and Textile Experts vide order No. F.05(Gen-83)/RPCB/Textile/523-533 dated June 01, 2026. The Committee, in its meeting held on June 10, 2026, proposed adoption of a machine-based mechanism in the first phase, with detailed field surveys, stakeholder consultations and case studies to be undertaken in the second phase to finalize a validated document titled “Mechanism for Calculation of Wastewater from Textile Processing Activities.”

In view of the Committee’s recommendation, RSPCB hereby withdraws order No. F.05(Gen-83)RPCB/Tex/1219-1278 dated July 31, 2023 with immediate effect. The order applies to textile processing activities at Pali, Balotra and Jodhpur. Until finalization of the validated machinery-based and technology-driven mechanism, wastewater calculation for textile processing activities shall be carried out in accordance with the principles set out in Annexure-A of this order. Consent to Establish and Consent to Operate applications shall also be decided in accordance with this order. The decision of the State Board shall be final in case of any discrepancy. The order bears the approval of the competent authority and is signed by Kapil Chandrawal, Member Secretary, RSPCB.
