Draft regulations were published vide notification F.No. REG-11013/1/2026-Regulation-FSSAI dated January 23, 2026 in the Gazette of India dated January 27, 2026, inviting objections and suggestions within thirty days. Copies were made available to the public on January 27, 2026. Objections and suggestions received have been considered by FSSAI. The regulations are made with the previous approval of the Central Government and are signed by Rajit Punhani, Chief Executive Officer, FSSAI. The principal regulations were published on August 1, 2011 and were last amended on March 10, 2026.
In Schedule 2, Annexure 3, serial number 8 and entries relating thereto under the heading ‘Conditions of License’ are substituted as follows: “8. Maintain daily records of production, raw materials utilization separately: Provided that this condition shall not be applicable to non-manufacturing food businesses.” In Schedule 4, Part-II, under sub-heading ‘Food Operations and Controls’, paragraph 5.2.5 is substituted as follows: “5.2.5 The storage of raw materials, ingredients, work-in-progress and processed or cooked or packaged food products shall be subjected to First in First out, First Expire First Out, which shall not be applicable to retailers.”
