Rajasthan Occupational Safety, Health and Working Conditions Rules, 2026

Draft of these Rules was earlier published under sections 133(1), 135(1) and 137 of the Code in the Rajasthan Gazette Extraordinary dated 03.02.2026, inviting objections and suggestions within forty-five days. The draft was made available to the public on 03.02.2026, and objections/suggestions received were considered by the State Government. In exercise of powers under sections 133 and 135 of the Code, the State Government made these Rules vide S.O. 23 dated June 30, 2026.

The Rules extend to the whole of the State of Rajasthan and come into force from the date of publication in the Official Gazette. They comprise 130 rules across 16 chapters, with Schedules and Forms, covering: Preliminary; Registration; Duties of Employer and Employees; Occupational Safety and Health; Hours of Work and Annual Leave with Wages; Maintenance of Registers, Records and Returns; Inspector-cum-Facilitators and Other Authority; Employment of Women; Contract Labour; Inter-State Migrant Worker; Audio-Visual Worker; Beedi and Cigar Workers; Factories; Offences and Penalties; Social Security Fund; and Miscellaneous provisions.

Rule 129 provides that pending cases of grant, renewal, transfer or amendment of licence are to be dealt with under the rules in force at the time of commencement.

Rule 130 repeals seven prior Rajasthan rules: Beedi and Cigar Workers (Conditions of Employment) Rules, 1969; Building and Other Construction Workers Rules, 2009; Contract Labour (Regulation and Abolition) Rules, 1971; Factories Rules, 1951; Welfare Officers (Recruitment and Conditions of Service) Rules, 1959; Inter-State Migrant Workmen Rules, 1981; and Motor Transport Workers Rules, 1962  with savings for prior rights, liabilities, and pending proceedings, which continue under the repealed rules.

The Rules apply to employers, occupiers, managers, workers, employees, contractors, inter-state migrant workers, audio-visual workers, and beedi and cigar workers in establishments and factories within Rajasthan.
