The notification states that the Council of Ministers approved the Delhi Electric Vehicles Policy, 2026 vide Cabinet Decision No. 3349 dated June 29, 2026. The Lieutenant Governor of the NCT of Delhi has accordingly notified the Delhi Electric Vehicles Policy, 2026, with effect from July 1, 2026, applicable for the period 2026-2030 up to March 31, 2030, unless extended or modified by GNCTD.

The Policy sets out purchase incentives for electric two-wheelers, three-wheeler auto-rickshaws (L5M), and four-wheeler goods vehicles (N1), disbursed on a year-wise registration basis with defined per-unit or per-kWh amounts and caps. It sets out scrapping incentives for electric two-wheelers, three-wheelers, non-transport cars, N1 goods carriers, and Gramin Sewa vehicles, subject to conditions including purchase within six months of a Certificate of Deposit from an authorised scrapping facility. It provides for 100% exemption from road tax and registration fees for electric vehicles registered in Delhi during the policy period, with differentiated treatment for electric cars based on ex-showroom price, and a no-entry timing exemption for the first 1,000 private electric N2 trucks registered within three months of notification.

The Policy assigns Delhi Transco Limited (DTL) as the nodal agency for public charging and battery-swapping infrastructure planning and implementation, and sets out roles for OEMs, DISCOMs, DPCC, the Environment Department, Urban Local Bodies, the Education Department, and District Magistrates. It sets electrification mandates for new vehicle registrations in Delhi: electric three-wheelers (L5) and N1 goods carriers from January 1, 2027; electric two-wheelers from April 1, 2028; and year-wise minimum electric-share targets for school bus fleets, reaching 30% by March 31, 2030. It sets electrification requirements for fleet aggregators’ vehicle inductions from January 1, 2026, and for specified categories of government, DTC, and municipal body vehicle fleets from the date of notification. The Policy establishes a dedicated EV Fund under the Transport Department and provides for a Delhi EV Apex Committee to oversee implementation.
