Following the Greenhouse Gases Emission Intensity Target Rules, 2025 (G.S.R. 739(E), dated October 8, 2025, covering Aluminium, Cement, Chlor-alkali, Pulp and Paper) and the Amendment Rules dated January 13, 2026 (G.S.R. 25(E), covering Aluminium (Second), Petroleum Refinery, Petrochemical, Textile), this draft proposes extending targets to the Iron and Steel sector.
A Third Schedule is proposed, listing 256 obligated entities (name, address, state registration number) with baseline product output (2023-24), baseline GHG emission intensity (2023-24), and GHG emission intensity targets for Compliance Years 2025-26 and 2026-27. Entities span Gujarat, Odisha, Jharkhand, Chhattisgarh, West Bengal, Karnataka, Maharashtra, Andhra Pradesh, Goa, Tamil Nadu, Telangana, Uttar Pradesh, Haryana, and Meghalaya. Objections may be sent to the Chief Controller of Accounts, MoEFCC, or via email to ccts.hsm-moefcc@gov.in.
