The notification is issued by the Ministry of Mines in exercise of powers conferred by section 18B of the Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957).
Central Government makes the Mineral Exchange Rules, 2026, comprising 9 chapters and 46 rules covering: definitions (Rule 2); application of the rules to mineral exchange, market participants, and delivery-based contracts approved by the Authority, and non-application to instruments regulated by SEBI (Rule 3); objectives and functions of mineral exchange (Rules 4-5); eligibility, application, and grant/renewal of registration of mineral exchange (Rules 6-10); minimum net worth of fifty crore rupees (Rule 11); ownership structure and shareholding limits (Rule 12); disclosure of ownership information (Rule 13); governance structure, including composition of the board with shareholder directors, independent directors and managing director (Rule 14); qualification and disqualification for appointment as Director (Rule 15); bye-laws and business rules (Rule 16); eligibility and reporting of members (Rule 17); fees as specified in the Schedule (Rule 18); exit scheme (Rule 19); grievance redressal (Rule 20); price discovery, scheduling and delivery, contract and settlement conditions, and approval or suspension of contracts (Rules 21-24); role and functions of the Authority, including appointment of experts, transaction fees, revocation of registration, power to issue interim orders, power of inspection, and directions by the Authority and Central Government (Rules 25-31); risk management, clearing and settlement, settlement guarantee fund, information technology infrastructure and trading system, and market surveillance (Rules 32-36); data sharing and transaction reporting (Rules 37-39); market oversight, procedure for market oversight, intervention by the Authority, and circumstances requiring intervention (Rules 40-43); revision of orders by the Central Government (Rules 44-45); and forms, procedure and guidelines (Rule 46).
The Schedule specifies an application fee of ₹3,00,000, registration fee of ₹50,00,000, annual fee of ₹30,00,000, and renewal fee of ₹2,00,00,000. Form I prescribes the application format for registration/renewal of registration, and Form II prescribes the format for application for revision of orders.
