A draft of these rules was published vide G.S.R. 464(E) dated 11th July, 2025, inviting objections and suggestions within thirty days of public availability (made available on 11th July, 2025). The Central Government has considered the objections and suggestions received and framed the rules accordingly.

The rules define “Act,” “Alteration or Modification” (including substantial change in dimensions/capacity, change of vessel type/primary function, change in gross tonnage exceeding ten percent, change of propulsion system/main engine/fuel type, substantial increase in service life, or effect on sub-division/watertight or weathertight integrity), and “classification society.” Vessel owners/operators intending an alteration or modification affecting strength, stability, or safety shall submit an application to the designated authority in the prescribed form. The designated authority shall review the proposal for impact on safety, strength, stability, and structural integrity, and may order independent evaluation through a naval architect, marine engineer, surveyor, or classification society.

Where the alteration/modification affects vessel safety or the environment, the designated authority shall order a safety assessment. Upon verification, the designated authority shall grant a certificate of prior approval, to be displayed onboard the vessel. Vessel owners shall take steps for recording the alteration/modification or re-registration under Rule 9 of the Inland Vessels (Registration and other Technical Issues) Rules, 2022.

All other alterations/modifications shall be intimated in writing to the designated authority within thirty days of being carried out, in Form 6 of the Inland Vessels (Registration and other Technical Issues) Rules, 2022. Criteria for approval include compliance with the Inland Vessels (Design and Construction) Rules, 2024 regarding safety, structural integrity, and stability, with structural calculations submitted for verification and approval, and stability analysis conducted where applicable. The rules include the prescribed application form for prior approval.
