In supersession of previous gazette notification No. 5/44/2018-L&E(Pt-3) dated 19/11/2021, the Government of Manipur has proposed draft rules to be called the Code on Wages (Manipur) Rules, 2026, applicable to the State of Manipur. Objections and suggestions may be addressed to the Secretary, Skills, Labour, Employment and Entrepreneurship, Government of Manipur, within forty-five days from the date the Official Gazette copies are made available to the public, specifying the name/address of the person, the chapter and rule/sub-rule proposed to be notified, the revised rule/sub-rule proposed, and reasons.
The draft rules provide definitions of terms including “authority,” “appellate authority,” “Board,” “family,” “highly skilled/skilled/semi-skilled/unskilled occupation,” and others. Key provisions include: the manner of calculating minimum wages based on a standard working-class family of three adult consumption units, a net intake of 2700 calories per consumption unit per day, 66 metres of cloth per year, housing rent at 10% of food and clothing expenditure, and fuel/electricity/miscellaneous items at 20% and children education/medical/recreation/contingency expenditure at 25% of minimum wage; norms for fixation of minimum wages by geographical category (Municipal Corporation, Municipal Committee/Council/Nagar Panchayat, and rural areas) and by a technical committee categorizing occupations as unskilled, semi-skilled, or skilled; revision of dearness allowance before 1st April and 1st October each year; a normal working day of eight hours with rest intervals not exceeding one hour and spread-over not exceeding twelve hours; a weekly rest day, ordinarily Sunday, with conditions for substitution and payment; provisions for recovery of deductions, fines, damages/loss deductions, and advances; a longer wage period fixed as monthly; constitution, meetings, quorum, and voting procedures of the State Advisory Board; term of office, resignation, and disqualification of Board members; procedures for payment of dues on death, deposit of undisbursed dues, and their disposal; registers, wage slips, and annual returns; procedures for single applications, appeals, and enquiries into offences; and the manner of composition of offences.
The rules append Forms I to VI covering wage registers, applications, appeals, employee registers, wage slips, and composition of offence applications, along with Schedule A categorizing skilled, semi-skilled, and unskilled occupations across various sectors.
