CPCB issued a letter dated 01.06.2026 on registration of Bulk Waste Generators (BWGs) on a centralised portal, and a letter dated 22.06.2026 forwarding CPCB’s final Advisory for management of solid waste in hilly areas, addressed to SPCBs/PCCs and State/UT UDDs and RDDs. The Advisory was drafted, circulated for stakeholder consultation, discussed at a workshop on 22.08.2025, and revised in line with SWM Rules, 2026, including criteria under Rule 12.

01.06.2026 letter states Rule 6(a) requires every BWG to register with the local body via the centralised portal (definition under Rule 3(i)); Rule 39(36) requires ULBs to identify, survey, geotag and annually update BWG lists. The portal (https://swm.cpcb.gov.in) was made live on 31.05.2026, and SPCBs/PCCs were asked to direct local authorities on BWG identification/registration and report action taken by 15.06.2026.

22.06.2026 letter forwards the Advisory, which covers: key challenges of SWM in hilly regions (terrain, land, tourism, climate, connectivity, cost); relevant rule provisions (Rules 12, 35, 36, 39, 41, Schedule II) on landfill avoidance, transfer stations, tourist fees, bye-laws, and decentralised facilities; preferred processing technologies and technology-selection criteria by population/waste generation, including a Hill Towns category; detailed advisory points for ULBs/district panchayats and Bulk Waste Generators on segregation, decentralised processing, MRFs, transfer stations, tourist awareness/charges, disaster preparedness, and incentive-based recycling; stakeholder roles under Rules 35–41; and best practices from Sikkim, West Bengal, Uttarakhand, Kerala, Mizoram, Tamil Nadu, Maharashtra, Arunachal Pradesh, Himachal Pradesh, Meghalaya, and Goa (Appendices I–XI), with a comparative matrix of initiatives and replicability.
