Bihar Legislative Assembly Secretariat published the “Bihar Shops and Establishments (Employment Regulation and Service Conditions) (Repeal) Bill, 2026,” pre-introduced in the Assembly on July 22, 2026, along with its Statement of Objects and Reasons, under Rule 116.
The Bill repeals the Bihar Shops and Establishments (Employment Regulation and Service Conditions) Act, 2025 (Bihar Act-09, 2025), and the Bihar Shops and Establishments (Employment Regulation and Service Conditions) (Repeal) Ordinance, 2026 (Bihar Ordinance No.-01, 2026). Actions taken under the repealed Act and Ordinance remain valid and are deemed done under this Bill. The Statement of Objects and Reasons cites the Central Government’s Occupational Safety, Health and Working Conditions Code, 2020 (37 of 2020), in effect from 21.11.2025, and notes uniformity of provisions between the Code and Bihar Act-09, 2025, along with the need to remove duplicate provisions to create opportunities for new industrial investment in the State. The Bill applies to workers employed in shops and establishments in Bihar and their employers.
