RSPCB Revises Categorization of Industrial Sectors under Red, Orange & Green Categories

The Rajasthan State Pollution Control Board (RSPCB) issued an Office Order revising the categorization of industrial sectors under Red, Orange, and Green categories. The order was issued in compliance with directions from the Central Pollution Control Board (CPCB) under Section 18(1)(b) of the Water (Prevention and Control of Pollution) Act, 1974, and the Air (Prevention and Control of Pollution) Act, 1981, regarding harmonization of industrial sector classification across the country. The CPCB directions were issued vide letters dated February 12, 2025; March 25, 2025; October 16, 2025; December 16, 2025; June 11, 2026; and July 20, 2026.

RSPCB had earlier adopted a revised methodology for categorization of industrial sectors under Red, Orange, Green, and Blue categories vide Office Order dated January 21, 2026. Subsequent to that adoption, a comprehensive review of the categorization framework identified certain industrial sectors that were included in the erstwhile categorization adopted by the Board but were not covered under the categorization notified by CPCB. The present Office Order incorporates those left-out sectors into the appropriate categories.

A consolidated list of industrial sectors classified under Red, Orange, and Green Categories is prescribed as Annexure-A to the Office Order. This Office Order supersedes all previous office orders, circulars, notifications, guidelines, and instructions issued by the Board pertaining to categorization/classification of industrial sectors.

The Red Category comprises 144 industrial sectors/sub-sectors including, among others: aluminium processing (refinery and smelter), asbestos-based industries, cement plants (various configurations), chlor alkali, distilleries (grain-based, molasses-based), dyes and dye intermediates, e-waste recycling (with pyro/hydro/electro-metallurgical processing), integrated iron and steel plants, sponge iron units, petroleum oil refineries, pharmaceutical manufacturing, semiconductor fabs, tanneries (raw to finish/wet blue), and textile processing involving effluent-generating processes.

The Orange Category comprises 159 industrial sectors/sub-sectors including, among others: airports, automobile service stations, brick kilns (various fuel types), ceramics/glass using gas-fired kilns, coal washeries, common effluent treatment plants (without MEE/spray drier), construction and demolition waste processing plants, edible oil manufacturing, fibre glass production, food and food processing (wastewater ≥ 10 KLD), health care facilities (51–500 bedded), hotel/motel/resort (21–300 rooms), pharmaceutical formulation units, ports handling only containers/captive jetties, printing press (newspaper/books/magazines), stone crushers, and tyre and tube manufacturing.

The Green Category comprises 117 industrial sectors/sub-sectors including, among others: commercial testing laboratories (except diagnostic centres), e-waste refurbishing centres, e-waste dismantling (only), flour mills (dry process), food and food processing (wastewater < 10 KLD without boiler), health care facilities (up to 50 bedded), homeopathic medicine manufacturing (without boiler), hotel/motel/resort (up to 20 rooms), manufacturing of optical lenses (using electrical furnace), polythene and plastic processed products (virgin/compostable plastic), pulse/dal mills, purification of water and packaging, ready mix cement concrete, and semiconductor assembly/testing/marking/packaging (ATMP) facilities.

The Office Order is applicable immediately and directs the ACP-IT, RSPCB, to upload the order prominently on the State Board’s website and incorporate it in MIS-2. All GICs and Regional Officers of RSPCB are directed to enforce the order.
