Government of NCT of Delhi, through the Weights and Measures Department, notified the Delhi Legal Metrology (Enforcement) Amendment Rules, 2026, amending the Delhi Legal Metrology (Enforcement) Rules, 2011. A draft was published on May 8, 2026, and no objections or suggestions were received within the prescribed thirty-day period. The rules were made by the Lt. Governor of NCT of Delhi in consultation with the Central Government.

Rule 11 is substituted in its entirety. Every manufacturer, repairer, or dealer in weights or measures must apply for a Registration Certificate using the appropriate form in Schedule II-A. Registration Certificates are issued on a self-declaration basis without prior inspection. A manufacturer is not required to obtain a separate repairer’s Registration Certificate to repair weights or measures manufactured by them and used in another state, provided prior intimation is given to the concerned legal metrology officer. A person who bonafide repairs weights or measures in their own possession is also exempt. Registration Certificates remain valid until suspended or cancelled; fees for amendment or duplicate issue are as per Schedule IV. Registered repairers must furnish a security deposit as per Schedule VI. Registration Certificates must be displayed conspicuously and are not saleable, transferable, or inheritable.

Rule 12 is substituted to provide for suspension pending inquiry and cancellation upon completion of inquiry, with mandatory show-cause opportunity in both cases; suspension lasting beyond three months stands automatically vacated.

Rule 13 is amended to substitute “licensed” with “registered.” Throughout the rules and schedules, “licence” and related terms are substituted with “Registration Certificate” and related terms. Schedules II-A, III, IV, V, VI, and VII are each substituted with new forms; Schedule II-B is omitted. Licences issued before commencement of these rules remain valid for their specified period and are deemed Registration Certificates; holders must obtain Registration Certificates upon expiry.
