Ladakh Notifies Industrial Relations, Social Security and Wages Rules, 2026

Industrial Relations (Ladakh) Rules, 2026 extend to the whole of the Union Territory of Ladakh and prescribe procedures relating to constitution and functioning of Works Committees and Grievance Redressal Committees; registration, subscription, funds, and audit of Trade Unions; recognition of negotiating unions and negotiating councils; certification of Standing Orders; notice of change in service conditions; voluntary arbitration; conciliation and adjudication of industrial disputes before Tribunals; notice requirements for strikes and lock-outs; lay-off, retrenchment, and closure procedures, including special provisions for certain establishments; contribution to and utilisation of the Worker Re-skilling Fund; and compounding of offences. The rules apply to employers, workers, registered Trade Unions, and the industrial establishments operating within the Union Territory of Ladakh, and prescribe specified forms for agreements, applications, notices, registers, and certificates.

Code on Social Security (Ladakh) Rules, 2026 extend to the whole of the Union Territory of Ladakh and provide for the constitution, membership, meetings, and functioning of the Ladakh Unorganised Workers’ Social Security Board and the Ladakh Building and Other Construction Workers’ Welfare Board; procedure and fees before the Employees’ Insurance Court; nomination, application, and payment procedures for gratuity; complaint and appeal procedures under maternity benefit provisions; procedures relating to employee’s compensation, including deposit of funeral expenses, review of half-monthly payments, and recording of memoranda of agreement; time limits for payment of cess by employers of building and construction workers; conditions for acquisition, transfer, and writing-off of property and dues; maintenance of records, registers, and annual returns; and compounding of offences. The rules apply to employers, employees, unorganised workers, building and construction workers, and the respective Boards and competent/appellate authorities constituted under the Code.

Code on Wages (Ladakh) Rules, 2026 extend to the whole of the Union Territory of Ladakh and provide for the manner of calculating and fixing minimum rates of wages, including classification of geographical areas into municipal and rural areas, categorisation of occupations, and revision of dearness allowance; norms for normal working day, weekly rest days, and night shifts; deductions from wages, including recovery of advances and fines; constitution, meetings, quorum, and functioning of the State Advisory Board; procedures for payment of dues, deposit of undisbursed amounts, and nomination; forms and registers, including Employee Register, Wage Register, Attendance Register, and Wage Slip; the inspection scheme for Inspector-cum-Facilitators; and compounding of offences. The rules apply to employers and employees of establishments to which the Code on Wages, 2019 applies within the Union Territory of Ladakh, and include a Schedule categorising occupations as unskilled, semi-skilled, skilled, and highly skilled for wage-fixation purposes.
