The Central Government notified the Telecommunications (User Identification) Rules, 2026 after considering objections and suggestions received on the draft rules published on September 19, 2025.
The rules apply to biometric-based identification of users of notified telecommunication services by specified authorised entities. They prescribe e-KYC and D-KYC processes for enrolment, user-information updates, reverification and disconnection. Requirements are also prescribed for business users, authorised representatives and end users, subscriber data records, point-of-sale operations, grievance redressal and reporting of specified irregularities. The rules also provide for user alerts, suspension and reverification, technical and organisational measures, and digital implementation through notified portals. Authorised entities are required to establish necessary infrastructure and take specified measures within three months from commencement, subject to the prescribed extension provision.
