The Ministry of Statistics & Programme Implementation directs collection of statistics on manufacturing and related activities through a statistical survey referred to as the Annual Survey of Industries 2025-26, as per the details in Schedule-I. The notification appoints Statistics Officers, an Adjudicating Officer and an Appellate Authority for the geographical units specified in Schedules II, III and IV.

Statistics Officers, the Adjudicating Officer and the Appellate Authority are required to submit an undertaking in Form-I appended to the Collection of Statistics Rules, 2024 to the Additional Director General, Field Operations Division, National Statistics Office, Delhi. Persons authorized by Statistics Officers may verify information furnished by informants, inspect relevant records and seek clarifications. Statistics Officers are authorized to issue notices for furnishing returns and to provide facilities for electronic submission through a web-based application or portal.

The notification specifies that the Annual Survey of Industries 2025-26 is conducted throughout India. Informants include owners, occupiers or persons in charge of factories and establishments registered under the Acts, Boards or authorities specified in Schedule-I. Information relates to assets and liabilities, receipts, expenses, input items, products and by-products, employment and labour cost, working days, man-days worked, absenteeism, labour turnover, man-hours worked, earnings and social security benefits. The submission period would generally fall between August 2026 and July 2027, with the reference period being the financial year commencing April 1, 2025 and ending March 31, 2026, or the applicable accounting year specified in Schedule-I. Information is to be furnished in Hindi or English.

The notification also specifies the powers of the Adjudicating Officer under section 15A, including calling for evidence, inspecting relevant documents or records and summoning persons acquainted with the facts and circumstances of a case. It specifies the procedure for appeals against orders of the Adjudicating Officer, including the thirty-day period for filing an appeal, hearing procedures, modes of service of hearing notices and participation through specified modes including video conferencing where available.

The collected statistics in Part-I of the ASI schedule are to be processed by officials working at the Office of the Additional Director General, Enterprise Survey Division, National Statistics Office, Kolkata, and statistics in Part-II are to be processed by officials working at the Labour Bureau. Unit-level data and reports generated from the data through statistical techniques may be kept in custody and disseminated by the specified divisions and the Labour Bureau, subject to the applicable statutory and regulatory provisions.

All persons engaged in collection of statistics, data processing and dissemination in respect of ASI 2025-26 are governed by the Collection of Statistics Act, 2008, as amended, and the Collection of Statistics Rules, 2024. The notification also specifies the Statistics Officers and their geographical jurisdictions in Schedule-II, the Adjudicating Officer for all-India jurisdiction in Schedule-III, and the Appellate Authority for all-India jurisdiction in Schedule-IV.
