ESIC – Revised Constitution and Functioning of Medical Boards

Notification/Circular No.: U/40/2025-MED-I (Comp. No. 1131680) dated October 7, 2026

Applicable Act/Rule: Code on Social Security, 2020

Applicable Section/Rule: Section 37

Effective Period: October 7, 2026, with immediate effect

The Employees’ State Insurance Corporation (ESIC) issued revised instructions for the constitution and functioning of Medical Boards responsible for examining insured persons to determine eligibility for benefits under the Code on Social Security, 2020.
Fixed Medical Boards must ordinarily meet at least once a month, preferably on the first Tuesday. Rotational Peripatetic Medical Boards will serve locations without Fixed Medical Boards, based on pending cases, geographical coverage and accessibility. Special Medical Boards for occupational diseases will continue at designated ESIC hospitals and Occupational Disease Centres.
The circular prescribes board composition, including medical superintendents, senior medical officers, orthopaedics and surgery specialists, and an external member. Regional and Sub-Regional Offices must coordinate scheduling, maintain case records, monitor pending cases and ensure timely forwarding of recommendations. Additional specialists may be co-opted when required.
