Retrofitting of Emission Control Devices for Diesel Generator Sets in Maharashtra

Notification/Circular No.: MPCB-17/416/2026-002

Applicable Act/Rule: Not specified in the circular. The circular refers to MoEF&CC Notification GSR No. 489(E) dated July 09, 2002, and GSR No. 804(E) dated November 03, 2022.

The Maharashtra Pollution Control Board (MPCB) has issued a circular concerning the retrofitting of Emission Control Devices (RECD) for in-use diesel generator sets with a capacity of 61 kW and above in Maharashtra. The circular refers to previous MPCB directions and a Central Pollution Control Board (CPCB) letter dated March 22, 2024, concerning emission control measures for diesel generator sets.

For diesel generator sets with a capacity of 61 kW to 800 kW, the specified alternatives are the use of certified RECDs from approved manufacturers for in-use generator sets older than five years and up to their useful life of 15 years from manufacture or 50,000 operating hours, whichever is earlier; use of a dual-fuel system up to the specified useful life; shifting to generator sets meeting emission norms under GSR 804(E) dated November 03, 2022; shifting to new gas-based generators; or retrofitting existing generator sets for diesel and gas use.

For diesel generator sets with a capacity of 800 kW and above, the specified alternatives include adopting a suitable Air Pollution Control Device (APCD), subject to the emission standards under GSR 489(E) dated July 09, 2002, or using emission control devices or equipment tested by a CPCB-approved laboratory under the specified test conditions. The testing requirements include a reduction of particulate matter, carbon monoxide and hydrocarbons by more than 70%. Shifting to new gas-based generators or retrofitting existing generator sets for diesel and gas use are also specified alternatives.

All other conditions under the earlier MPCB circular remain unchanged, except as modified by this circular. Industries, establishments, projects, buildings, utilities, airports, data centres, railway stations and other establishments or locations in Maharashtra where diesel generator sets of capacities up to and above 800 kW are installed or operating are required to comply with the specified control measures within 90 days from the date of issuance. Failure to comply with the RECD requirements may result in forfeiture of the bank guarantee stipulated in the Consent.

MPCB regional offices are directed to communicate these requirements to concerned stakeholders within their jurisdictions and ensure compliance.
