Amendments to EPM – Niryat Disha Guidelines: TRACE and MAS

TN 09/2026-27 amends the TRACE Guidelines (in continuation of TN 26/2025-26 dated 20.02.2026): the Positive/Priority Positive List (Annexures V & VI) is replaced by a single “List of Eligible Testing, Inspections, and Certifications” (Annexure-I), expanded to 462 entries; MSME financial assistance is differentiated — Micro/Small up to 95%, Medium up to 80% of eligible cost — with the cumulative cap raised from ₹25 lakh to ₹50 lakh per IEC per year; reimbursement moves to a two-instalment, two-stage claim process (RC-1 on certification, RC-2 on linked exports); disbursement to the IEC bank account follows the same two-instalment structure; a new claw-back rule requires export evidence within 2 years of the first instalment, failing which the second instalment lapses and the first may be recovered; and the Sub-Committee’s mandate is updated to reference the consolidated certification list.

TN 08/2026-27 amends the Market Access Support Guidelines (in continuation of TN 19/2025-26 dated 31.12.2025): the minimum delegation size for a Business Sourcing Mission (BSM) is reduced from 50 to 25 participants, and a new refund rule is inserted requiring any advance grant to be refunded within 15 days of event cancellation/withdrawal, failing which 10% per annum simple interest applies from the date of the cancellation/withdrawal communication.

Both Trade Notices state all other provisions of their respective parent notices remain unchanged, and both are issued with the approval of the Competent Authority. They apply to MSME exporters, IEC holders, and participants in DGFT-facilitated trade promotion events under EPM – Niryat Disha.
