Andhra Pradesh – Excise Policy for Shops, 2026–27

Notification/Circular No.: G.O. Ms. No. 579, Revenue (Excise-II) dated on Sep 11 2026

Applicable Act/Rule: Andhra Pradesh Excise Act, 1968; Andhra Pradesh Excise (Grant of Licence of Selling by Shop and Conditions of Licence) Rules, 2024

Effective Date: October 1, 2026, to September 30, 2027

The Government of Andhra Pradesh issued policy guidelines for granting and renewing shop licences for the sale of Indian Made Foreign Liquor (IMFL) and Foreign Liquor (FL) for the 2026–27 licensing period. The total number of shops remains 3,736, comprising 3,396 open-category shops and 340 shops reserved for Geetha Kulalu.

Existing shop licences will initially be renewed for one year, subject to payment of renewal Retail Excise Tax (RET). The policy prescribes annual RET rates based on population, renewal tax, permit-room tax, application fees and licence conditions. Non-renewed shops will be allotted through a draw of lots, subject to a minimum of four applications per shop.

Licensees must comply with MRP requirements, restrictions on non-duty-paid and spurious liquor, e-inventory maintenance, end-to-end digital traceability, CCTV monitoring, digital payments and consumer grievance mechanisms. The policy also provides for bank guarantees, bottle recycling, quality checks, restrictions on unauthorised sales and specified restrictions on shop locations in Tirupati.

“The total number of 3,736 Shops fixed for the licensing period 2024-26 shall remain unchanged for the licensing period 2026-27, comprising 3,396 Shops under the Open Category and 340 Shops reserved for Geetha Kulalu.”

“The licences renewed or granted afresh shall be valid for a period of one year, from 01.10.2026 to 30.09.2027.”
