Issued by the Central Electricity Authority. Draft regulations were published for public notice on 6 October 2025 with a 45-day objection period; objections received were considered by the Authority. The notification amends the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Regulations, 2022.
Regulation 2(1) is amended to insert new definitions, including: battery container, battery energy storage system, battery energy storage system energy capacity, battery energy storage system power capacity, battery management system, battery module, battery rack, c rate, cycle, depth of discharge, module, power conversion system, power plant controller, ramp rate of battery energy storage system, state of charge, and state of health.
A new Chapter VI, “Technical Standards for Construction of Renewable Energy Power Plant and Battery Energy Storage System,” is inserted after regulation 106, comprising Part A (solar power plants), Part A1 (floating solar plants), Part B (onshore wind power plants), Part B1 (offshore wind power plants), and Part C (battery energy storage systems). The inserted regulations (106A to 106ZS) prescribe requirements covering: general equipment ratings; site selection and layout; design life; major equipment lists; technical specifications for photovoltaic modules, inverters, transformers, wind turbine components, and battery energy storage system components; cabling; protection; safety; control rooms; communication systems; performance guarantees; alarms; and data sharing with load despatch/control centres. The amendment applies to entities constructing or operating renewable energy power plants and battery energy storage systems.
