Applicable Act/Rule: Solid Waste Management (SWM) Rules, 2026

Effective Period: The Centralised Portal made live with effect from 15/10/2026; interim portal operational with effect from 31/05/2026

The Central Pollution Control Board (CPCB) issued a letter to all State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs) directing registration of obligated entities on a Centralised Portal developed under the Solid Waste Management (SWM) Rules, 2026. The communication references an earlier CPCB letter informing that an interim portal had been operationalised from 31/05/2026.

CPCB states that the Centralised Portal under the SWM Rules, 2026 has been made live from 15/10/2026 at http://swm.cpcb.gov.in. The portal enables creation of login credentials, registration, and annual reporting by obligated entities in accordance with the provisions of the SWM Rules, 2026. SPCBs/PCCs are instructed to issue directions to concerned local authorities to take necessary actions within their jurisdictions to disseminate information about the portal’s operationalisation and the applicable registration requirements among all stakeholders.

SPCBs/PCCs are further asked to identify and sensitise obligated entities within their respective jurisdictions and facilitate their registration on the Centralised Portal. They must submit an Action Taken Report to CPCB positively by 10.11.2026 indicating the registration status of obligated entities on the portal.

The letter is issued with the approval of the Competent Authority, CPCB, and is copied to relevant ministries and departments for information and necessary action. Annexures provide addresses of SPCBs/PCCs and lists of State/UT Urban Development Departments and Rural Development Departments for coordination.
