Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, Department of Commerce, Government of India, has issued Trade Notice No. 15/2026-27 dated August 05, 2026, addressed to all Exporters/Members of Trade & Industry, all Export Promotion Councils/Trade and Industry Associations, and all DGFT Regional Authorities. The Trade Notice pertains to the integration of license-wise voluntary duty payment data received from Customs/ICEGATE with the DGFT online system, for the purpose of processing Export Obligation Discharge Certificate (EODC) applications under the Advance Authorisation (AA) and Export Promotion Capital Goods (EPCG) Schemes. DGFT has undertaken an initiative to integrate license-wise voluntary duty payment data received from Customs/ICEGATE with the DGFT online system. Only voluntary duty payment details reflected on the DGFT Portal (BO Portal / Customer Portal), based on data received from Customs/ICEGATE, shall be recognized for processing and closure of EODC applications under the AA and EPCG Schemes.
The voluntary duty payment details can be accessed through the following portal interfaces: (a) BO Portal (Officer Side) — under Closure file → Payment Details Tab → Voluntary Payment Details; or at DGFT BO Portal → License Room → Bills Repository → Select Bill → Voluntary Payment Details; (b) Customer Portal (User Side) — at DGFT CP Portal → My Dashboard → Repositories → Bills Repositories → Select Bill → Voluntary Payment Details; or at Closure file → right before submission → Voluntary Payment Details shown in Print summary.
Instructions for Authorisation Holders: Authorisation Holders are directed to enter correct License No. and IEC in the respective columns of ICEGATE while making payment under any license. Authorisation Holders applying for EODC under the AA and EPCG Schemes are directed to verify voluntary duty payment details, for payments made on or after August 1, 2026, available on the Customer Portal prior to submission of their EODC applications. Any discrepancy in the displayed data is to be reported to DGFT via the support channels specified in the Trade Notice.
Instructions for Regional Authorities: For payments made on or after August 1, 2026, the voluntary duty payment details displayed on the DGFT system through the BO Portal shall be treated as the official record received from Customs/ICEGATE. Regional Authorities shall rely upon these details for examination and processing of EODC applications.

(a) Helpdesk Ticket — through DGFT Helpdesk Services → Create New Request, selecting “Other” as the category; where the electronic record of a payment made on or after August 1, 2026 is not available in the DGFT system, the applicant may upload a payment receipt or proof of payment while raising the ticket.

(c) Email: dgftedi@nic.in. The Trade Notice applies to all Authorisation Holders under the AA and EPCG Schemes submitting EODC applications, and to all DGFT Regional Authorities processing such applications, for voluntary duty payments made on or after August 1, 2026.
