Seven notifications were issued by the Directorate General of Mines Safety, Ministry of Labour and Employment, signed by Ujjwal Tah, Chief Inspector-cum-Facilitator of Mines (also designated Director General of Mines Safety), under the Occupational Safety, Health and Working Conditions (Central) Rules, 2026.

G.S.R. 578(E) (Rule 140(iii)): Specifies the medical examination standard for persons selected for rescue and recovery training, covering 18 parameters (physical/mental health, vision, hearing, respiratory, cardiovascular, hernia, hydrocele, nervous system, blood/urine/stool tests, dental health, BMI, height-weight table for ages 21–40) and the certificate/report format. Applicable to every person selected for such training.

G.S.R. 617(E) (Rule 160): Exempts oil mines employing persons on an “on-and-off” work pattern from providing refresher training during normal working hours under the full day release system. Training may be given during the off period; compensatory off equal to training days attended shall be given in addition to training allowance if imparted beyond normal working hours.

G.S.R. 618(E) (Rule 163(3)): Specifies infrastructure/facilities required, per Rule 164, for training centres established under laws other than the OSH&WC Code, 2020, to obtain approval for imparting vocational training to persons employed in mines.

G.S.R. 619(E) (Rule 163(4)): Prescribes the application form and fee for such training centres to obtain approval. Fee: up to 2000 employees – Rs. 5,000; 2,000–4,000 employees – Rs. 10,000; above 4,000 employees – Rs. 15,000.

G.S.R. 620(E) (Rule 164): Specifies staff, equipment and infrastructure for Vocational Training Centres separately for (I) Coal/Metalliferous Mines and (II) Oil Mines — covering Training Officer, instructors (Mining/Mechanical/Electrical or Drilling/Petroleum/Chemical/Geo-Physics), trainers, subordinate staff, training aids, simulators, classrooms, model rooms, libraries, and safety training facilities, with thresholds for additional staff/classrooms based on trainable employee numbers.

G.S.R. 621(E) (Rule 165(1)): Specifies qualification/experience for the whole-time Training Officer, varying by mine type (Coal: 10 years’ experience, First Class Certificate of Competency; Metalliferous: 5–7 years depending on mine type, relevant certificate/degree; Oil: Engineering degree with 10–15 years’ oilfield experience depending on scale).

G.S.R. 623(E) (Rule 172(1)&(2)): Fixes training allowance — Trainers: minimum Rs. 50/trainee/day (max 2 trainees per trainer at a time); Instructors: minimum Rs. 1,000/day (proportionate for partial-day engagement), in addition to normal wages. More beneficial company schemes prevail over these rates.
