Directions regarding installation and connectivity of Online Continuous Emission Monitoring System (OCEMS) in NCR-Delhi

State Pollution Control Boards and Pollution Control Committees are required to ensure installation and regular operation of pollution control facilities in polluting industries. CPCB has, through various earlier directions, mandated installation and connectivity of Online Continuous Emission Monitoring Systems for specified categories of air-polluting industries and common facilities, including previous directions issued on December 29, 2017, April 23, 2018, June 18, 2019, January 5, 2024, October 1, 2025, and December 5, 2025. Based on information received from SPCBs/PCCs in NCR-Delhi, CPCB observed that several applicable units had not installed or connected OCEMS with CPCB/SPCB/PCC servers. The present directions reiterate and consolidate requirements for installation, connectivity, and incorporation of OCEMS and PTZ cameras as a mandatory condition under Consent to Operate for targeted sectors in NCR-Delhi.

  1. SPCBs/PCCs of NCR-Delhi are directed to immediately incorporate the condition regarding installation and connectivity of OCEMS and PTZ cameras, as applicable for specified emission parameters, as an essential condition under Consent to Operate (CTO) for all existing and upcoming units in the targeted sectors.
  2. The requirement of OCEMS and PTZ camera installation is reiterated for the following categories:
    • 17 categories of high pollution potential industries – OCEMS.
    • Common waste treatment/management facilities including Common Effluent Treatment Plants with boilers, Biomedical Waste Incinerators, Hazardous Waste Incinerators, and MSW incineration-based Waste-to-Energy plants – OCEMS.
    • Red category air-polluting industries (medium and large scale), other than food & food processing, metal processing, and textile sectors – OCEMS.
    • Food & food processing, metal processing, and textile sectors – OCEMS and PTZ Camera.
  3. It is directed that OCEMS and PTZ camera requirements shall be examined and installation and connectivity ensured in all applicable units mentioned above.
  4. It shall be ensured that only OCEMS from NPL-certified vendors (presently available for PM, SO₂, and NOx parameters) are installed in units which have not installed OCEMS and in new upcoming units, as per directions dated October 1, 2025.
  5. SPCBs/PCCs are required to acknowledge receipt of the directions and submit an “Action Taken Report” to CPCB within fifteen days.
