Principal rules were last amended vide G.S.R. 139(E) dated February 19, 2026. The draft rules will be taken into consideration after expiry of 30 days from the date of publication. In Rule 19, Sub-rule (1), the following substitutions are proposed in the principal rules:

Clause (i)(a): The label shall display the name of the insecticide (brand name or trade name). The common name and brand name shall be of equal prominence; the common name shall be placed below the brand name and shall not occupy more than twenty percent of the area of the face of the panel.

Note II of Clause (i): Provisions of item (u) are in addition to the Legal Metrology (Packaged Commodities) Rules, 2011. Additional information may be added to the label after Registration Committee approval. Safety pictograms of not less than one square centimetre shall be placed at the bottom of the label for minimum size labels, proportionately bigger for larger labels, printed only once; for small and ultra-small labels, pictograms shall be printed on a leaflet with ‘Please refer leaflet for safety pictograms’ mentioned on the label.

Clause (ii): The label shall be printed with indelible ink in English and Hindi with font sizes not less than:

For ultra-small packs, the label may be printed in English only, except brand name, common name and antidote, which may be in both Hindi and English.

Explanation (after Sub-rule 3): No registration certificate holder shall use a non-compliant label or leaflet after six months from commencement of the Insecticides (Amendment) Rules, 2026. No insecticide or its package bearing a non-compliant label or leaflet shall be distributed, sold, exhibited for sale or stocked after thirty months from commencement of the said rules.
