Draft Central Motor Vehicles (Amendment) Rules, 2025

Ministry of Road Transport and Highways has published draft rules to further amend the Central Motor Vehicles Rules, 1989 under section 110 of the Motor Vehicles Act, 1988. The draft rules have been published for information of persons likely to be affected. The Central Government will consider the draft rules after expiry of 30 days from the date on which copies of the notification published in the Gazette of India are made available to the public.

The draft rules propose amendments relating to two-wheeled road ambulances.
Rule 62 is proposed to include renewal of the certificate of fitness for two-wheeled road ambulances for two years and additional inspection items covering the ambulance or patient unit mounting, tyres and rims, emergency warning lights, patient stretcher, stretcher locking mechanism, patient restraint system, loading and unloading mechanism, and fire extinguisher.

The draft rules further propose omission of the proviso and table relating to E-rickshaw and E-cart in rule 62.

Rule 108
is proposed to include a requirement that, on and after October 1, 2026, the top lights fitted on two-wheeled road ambulances shall comply with AIS:209 (Part 1)-2026, as amended from time to time.

Rule 112 is proposed to provide that, on and after October 1, 2027, two-wheeled road ambulances of L2 category shall comply with AIS:209 (Part 1):2026, as amended from time to time, and shall be registered to ply in an area as decided by the State Government.

Rule 125-F
is proposed to provide that L2 category two-wheeled road ambulances manufactured on and after October 1, 2027 shall comply with AIS:209 (Part 1):2026, as amended from time to time, and shall be registered to ply only in an area decided by the State Government.
