All four are draft rules published under Section 212(1) of the Motor Vehicles Act, 1988, by the Ministry of Road Transport and Highways, inviting objections/suggestions to the Additional Secretary (MVL), Transport Bhawan, New Delhi-110001, or comments-morth@gov.in, within thirty days of publication.

G.S.R. 649(E): Amends Rule 55 (transfer intimation: “owner” to “transferor,” portal-based process, revised documentation); inserts new Rules 55BA and 55BB governing dealer-to-dealer vehicle transactions via Form 29CA, limiting such transfers to two instances, and providing for automatic ownership transfer to the last authorised dealer if registration is not transferred within six months. Amends Rules 55A, 55B, 55C, 55D, 55F, 81, and Forms 29, 29A, 29B, 29C (replaced by Form 29CA), and 30, including conditions barring transfer where vehicles have invalid certificates, pending challans/dues, superdari, or hire-purchase/lease agreements.

G.S.R. 665(E): Inserts sub-rule (4) in Rule 125Q requiring Vehicle-to-Vehicle (V2V) communication systems fitted in category L, M, N vehicles manufactured on/after 1 October 2027 to comply with AIS-230; vehicles manufactured on/after 1 October 2028 must be fitted with such V2V systems meeting AIS-230 specifications.

G.S.R. 634(E): Inserts clause (iB) in Rule 115(18) prescribing BS-VI emission standards under WLTP test cycle for category N1 vehicles manufactured on/after 1 April 2028, including exhaust emission limits (CO, THC, NMHC, NOx, PM, PN), reference/commercial fuel specifications, deterioration factors, OBD thresholds, in-use performance ratios, and RDE conformity factors, per Tables 1–4 and Notes 1–22 of the notification.

G.S.R. 664(E): Substitutes Rule 115(7), prescribing Pollution Under Control certificate validity: 3 months (BS-I–III); 6 months (BS-IV); for BS-VI non-transport vehicles, 3 years (up to 6 years old), 1 year (6–10 years), 6 months (over 10 years); for BS-VI transport vehicles, 2 years (up to 6 years old), 1 year (6–10 years), 6 months (over 10 years). Provisos address applicability to certificates issued before commencement and effective dates for renewals sought before/after expiry.
