The Ministry of Road Transport and Highways has issued a draft notification under Section 110 of the Motor Vehicles Act, 1988, proposing amendments to the Central Motor Vehicles Rules, 1989. The draft rules, published as G.S.R. 904(E), set out timelines and standards for advanced driver assistance and safety features in M1 and N1 category vehicles, and invite public comments in accordance with Section 212(1) of the Act.
For braking, the proposal inserts a new sub-rule in rule 96 requiring that M1 and N1 category vehicles manufactured on and after October 1, 2028, if provided with Advanced Emergency Braking System (AEBS), must conform to AIS-185, as amended from time to time. Further, M1 category vehicles must be fitted with AEBS conforming to AIS-185 for new models manufactured on and after October 1, 2030, and for all models manufactured on and after October 1, 2032.
For steering performance and automation, amendments to rule 98(3) propose that for vehicles manufactured on and after October 1, 2027, steering effort on all motor vehicles—excluding three-wheelers not fitted with a steering wheel, motorcycles, and invalid carriages—shall conform to AIS-193. M1 category vehicles manufactured on and after October 1, 2027, if provided with Automatic Command Steering Functionalities (ACSF), must conform to AIS-193. Additionally, M1 category vehicles to be registered as transport vehicles, manufactured on and after October 1, 2029, shall be fitted with ACSF conforming to AIS-193.
On lane keeping and driver monitoring, a new sub-rule under rule 98 requires that M1 category vehicles manufactured on and after October 1, 2027, if equipped with an Emergency Lane Keeping System (ELKS), must conform to AIS-191 (Part 1). M1 category vehicles to be registered as transport vehicles, manufactured on and after October 1, 2029, must be fitted with ELKS conforming to AIS-191 (Part 1). In rule 125H, it is proposed that M1 category vehicles manufactured on and after October 1, 2027, if provided with a Driver Drowsiness and Attention Warning System, shall conform to AIS-184, and that such a system shall be fitted on M1 category vehicles to be registered as transport vehicles manufactured on and after October 1, 2029, conforming to AIS-184.
Other safety and conformity updates include a cross-reference correction in rule 124(4) (Table, serial no. 10, column 3) to insert “rule 125(1)”. In rule 125(5), it is proposed that M1 category vehicles—new models manufactured on and after April 1, 2028, and all models manufactured on and after October 1, 2028—must meet the requirements for securing goods as specified in IS 15546:2005. In rule 125(8), for M1 category vehicles with ISOFIX child restraint anchorage systems, top tether anchorage, and correct child seating position (i-size seating position), the proposal requires compliance with AIS-182—new models manufactured on and after October 1, 2027, and all models manufactured on and after October 1, 2028.
