Applicable Section/Rule: Rule 161(2); Schedule E(1)
Effective Period: October 8, 2026 (date of publication in the Official Gazette)
The Ministry of Ayush amended the Drugs Rules, 1945, by substituting Schedule E(1), which lists poisonous substances used in Ayurveda, Siddha, Sowa-Rigpa and Unani systems of medicine. The amendment followed consideration of objections and suggestions to the draft rules published in January 2025.
The revised Schedule E(1) lists poisonous substances of plant, animal and mineral origin, along with their names and corresponding names in the four systems of medicine. It includes specified plants and substances such as opium poppy, cannabis, datura, snake poison, arsenic compounds, mercury compounds, copper sulphate, lead, tin and other listed minerals.
Plant-origin drugs listed in the Schedule are exempted when used to prepare Bhasma, Parpam, Kushta, Thalsman, Sindhuram or Chendooram. Any other ingredient not specifically listed that contains arsenic or mercury as a chemical constituent is also treated as a Schedule E(1) drug.
