Ministry of Home Affairs has notified the Foreign Contribution (Regulation) Amendment Rules, 2026 amending the Foreign Contribution (Regulation) Rules, 2011.
The amendment introduces the definition of “Chief Functionary”, prescribes registration based on specified purposes and States/Union Territories, inserts a Schedule of permissible registration purposes, prescribes Form FC-6F for change in registration scope, provides conditions for release of subsequent instalments under prior permission, introduces provisions relating to utilisation of foreign contribution for valid activities, revises annual return requirements, and amends Forms FC-2, FC-3A and FC-3B while inserting new Form FC-3BB.
