GPCB Directs Six-Monthly Detailed Inspection of Hazardous Waste Recyclers and Actual Users

The circular is issued by the Gujarat Pollution Control Board (GPCB), referencing Rule 9 of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, which provides for utilisation of hazardous waste in accordance with applicable Standard Operating Procedures (SOPs) or guidelines issued by the Central Pollution Control Board (CPCB).

All Regional Offices are instructed to carry out a detailed inspection at least once every six months to ensure that recyclers of hazardous waste and actual users authorised under Rule 9 of the HOWM Rules, 2016 comply with applicable CPCB SOPs/guidelines and authorisation conditions on a continuing basis.

The detailed inspection shall specifically cover:

(1) compliance with the applicable CPCB SOP or guideline, including prescribed minimal facilities.

(2) compliance with authorisation conditions and other applicable permissions.

(3) verification of authorised source, category and quantity of hazardous waste received and recycled/utilised.

(4) reconciliation of hazardous waste received and consumed with product/output and residues generated.

(5) adequacy and actual operation of process equipment, storage facilities, pollution control systems and environmental safeguards.

(6) compliance with product specifications, end-use restrictions and monitoring requirements and

(7) proper management and disposal of residues and other wastes generated.

The detailed inspection may be integrated with routine inspections scheduled during the relevant six-month period, provided compliance is specifically verified and recorded. Where a more stringent monitoring or inspection frequency is prescribed under any applicable SOP, guideline, authorisation condition or CPCB/Board instruction, that frequency continues to apply. The circular is issued after approval of the competent authority.
