The Gujarat Pollution Control Board (GPCB) has issued a circular dated October 23, 2026, referencing periodic Notifications of the Ministry of Environment, Forest and Climate Change (MoEF&CC) and directives of the Central Pollution Control Board (CPCB), to clarify the exemption of 'White Category' industries from obtaining Consent to Establish (CTE) and Consolidated Consent & Authorization (CCA).
The circular provides an updated list as on October 23, 2026 featuring a total of 768 Industrial Activities/Products categorized as White Category, indicating no or negligible pollution potential. Industrial units in this category are required only to inform the State Pollution Control Board of their operations and to submit self-declared compliance with environmental laws in accordance with MoEF&CC Notification No. G.S.R. 703(E) dated November 12, 2024. The updated White Category list is available on the GPCB website.
GPCB highlights that under current rules there is no provision for the Board to issue any clarification or acknowledgement on whether a specific industrial unit falls within the White Category. To support the objective of Ease of Doing Business (EoDB), all relevant Government Departments, Offices, Banks, and other Institutions are instructed not to insist that industrial units obtain or submit such clarifications or acknowledgements from GPCB.
If an industrial unit’s proposed activities or products are included in the White Category lists published by the MoEF&CC, CPCB, or GPCB, it shall be deemed that CTE and CCA from GPCB are not required. Decisions on other applicable permissions, registrations, licenses, financial assistance, scheme benefits, or other administrative processes should be taken based on the intimation document submitted by the respective industry to GPCB.
