Central Pollution Control Board (CPCB), Waste Management-III Division, Ministry of Environment, Forest & Climate Change, issued Notice No. F. No. CP-21/49/2023-WM-II-HO-CPCB-HO-Part(1) dated June 2, 2026, addressed to Recyclers and Producers under the Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023. The said Rules, notified vide G.S.R. 338(E) dated May 18, 2023, came into force from April 1, 2024. Under the said Rules, Used Oil Recyclers are required to generate EPR Certificates through the EPR Portal for Used Oil Management, and Producers are required to fulfil their EPR obligations through purchase of EPR certificates.
For generation of EPR Certificates on the EPR Used Oil Portal, recyclers are required to maintain records of sales of recycled products through invoices linked to GST. Registered recyclers not having arrangement for GST linked invoices shall register for GST e-invoicing immediately. EPR certificates generated based on recycled product sales invoices other than GST e-invoice will not be considered after June 30, 2026. Such non-GST e-invoice based EPR certificates will be considered as false certificates and non-compliances under the Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023. Producers shall henceforth accept sales e-invoices linked to GST for recycled products from used oil recyclers.
