Government of Himachal Pradesh, Department of Labour, Employment and Overseas Placement, has published draft rules under the Industrial Relations Code, 2020, the Occupational Safety, Health and Working Conditions Code, 2020, the Code on Social Security, 2020, and the Code on Wages, 2019. The draft rules under the Code on Wages are proposed in supersession of the Payment of Wages Act, 1936, the Minimum Wages Act, 1948, and the Himachal Pradesh Ease of Compliance to Maintain Registers under various Labour Laws Rules, 2020, to the extent those rules were made under Section 29 and Section 30 of the Minimum Wages Act, 1948, and Section 26 of the Payment of Wages Act, 1936. Objection or suggestion periods are specified: forty-five days for the Occupational Safety, Health and Working Conditions rules and the Social Security rules, and thirty days for the Code on Wages rules, from the date of publication of the respective draft rules. The four draft rules are: the Himachal Pradesh Industrial Relation Rules, 2026; the Occupational Safety, Health and Working Conditions (Himachal Pradesh) Rules, 2026; the Code on Social Security (Himachal Pradesh) Rules, 2026; and the Code on Wages (Himachal Pradesh) Rules, 2026. Each set of rules extends to the whole of the State of Himachal Pradesh. The rules cover matters including registration of establishments, notice of commencement/cessation of operations, health examinations of employees, memoranda of settlement, works committees, constitution and functions of the Himachal Pradesh Unorganised Workers’ Social Security Board, and wage-related definitions, authorities, and boards, as applicable to their respective Codes. The rules apply to employers, employees, establishments, and related authorities/officers as defined under each respective Code and draft rules. Persons likely to be affected by the draft rules may submit objections or suggestions to the Labour Commissioner, Himachal Pradesh (for Occupational Safety, Health and Working Conditions, and Social Security rules) or to the Directorate of Labour & Employment (for Code on Wages rules), within the periods stated above.
