The Ministry of Information and Broadcasting has published, for further public consultation, the draft Telecommunications (Television, Radio and Allied Services) Rules, 2026, framed under the Telecommunications Act, 2023, to consolidate various guidelines earlier issued for television and radio services under the erstwhile Indian Telegraph Act, 1885.
The draft Rules consolidate six existing policy guidelines into a single framework: the policy guidelines for uplinking and downlinking of satellite television channels in India dated 9th November, 2022; the guidelines for obtaining license to provide Direct-To-Home (DTH) broadcasting services in India dated 15th March, 2001, as amended from time to time; the guidelines for providing Headend-in-the-Sky (HITS) broadcasting services in India dated 26th November, 2009; the policy guidelines on expansion of FM radio broadcasting services through private agencies (Phase-III) dated 25th July, 2011, as amended up to 10th September, 2024; the amended policy guidelines for setting up community radio stations in India dated 13th February, 2024; and the guidelines on provision of Internet Protocol Television (IPTV) services dated 8th September, 2008.
The draft Rules were first published on the Ministry's website for public consultation on 12.06.2026, and suggestions received from stakeholders have been examined and incorporated where considered appropriate; the draft is now republished for further public consultation. Comments or suggestions may be sent to the Under Secretary (BP&L), Ministry of Information and Broadcasting, Room No. 23076, 3rd Floor, Kartavya Bhawan-II, New Delhi-110001, or preferably by email to usbpl-moib@gov.in, by 02.10.2026.
The draft Rules will apply to any person seeking, or already holding, any authorisation specified in Chapter 2, and the provisions and schedules of Chapters 2, 3, 4, 5, 6 and 8 will constitute the terms and conditions of any authorisation granted under the Rules. The Rules will not apply to television, radio and allied services provided by entities listed in Schedule-1, and will not affect the continued application of the Telecom Regulatory Authority of India Act, 1997 and rules and regulations made thereunder to the authorised entity. The Central Government may, under Section 53 of the Act, notify one or more digital portals for implementation of the Rules, including publication of relevant forms, directions and guidelines.
