Mandatory GST E-Invoicing for EPR Certificate Generation by Battery Recyclers

Central Pollution Control Board (CPCB), Waste Management-I Division, has issued this notice to all recyclers under the Battery Waste Management Rules, 2022, signed by Runa Oraon, Divisional Head. The notice issues with the approval of the Competent Authority, CPCB.

Under the Battery Waste Management Rules, 2022, recyclers are required to generate Extended Producer Responsibility (EPR) Certificates through the Battery Waste EPR Portal (www.eprbattery.cpcb.gov.in). For generation of EPR Certificates, recyclers are required to maintain records of sales of recovered key battery metals and metal compounds supported by GST-linked invoices. With effect from July 1, 2026, it is mandatory for recyclers to upload GST e-invoices for the sale of recovered key battery metals/metal compounds on the Battery Waste EPR Portal. All recyclers who do not have arrangements for GST e-invoicing are directed to obtain registration and comply with GST e-invoicing requirements immediately. EPR Certificates generated on the basis of sales invoices other than GST e-invoices shall not be considered after June 30, 2026. Any EPR Certificates generated based on non-GST e-invoices beyond the stipulated date shall be considered as false certificates and non-compliance under the Battery Waste Management Rules, 2022.
