Background
Under the Minimum Wages Act, 1948 (Central Act No. 11 of 1948), minimum rates of wages for scheduled employments in Chhattisgarh comprise a basic minimum wage and a Variable Dearness Allowance (VDA) linked to the Consumer Price Index. The basic rates were last revised by Labour Department notifications No. F 10-4/2016/16 dated March 29, 2017, May 1, 2017 and October 6, 2018, and the VDA is revised every six months (annually for beedi and tobacco) on the basis of the cost-of-living index number. Acting under Section 2(d) and Section 4(2) of the Act, read with Labour Department notification No. 3761/613/16-A/82 dated May 25, 1982 (which designates the Labour Commissioner as the competent authority), the Labour Commissioner, Chhattisgarh issued the following notifications dated October 8, 2026, declaring the average index and the revised VDA payable from October 1, 2026:
The rates were circulated under covering letter No. 8/MW/LC/2026/2665 dated October 8, 2026 and are also available on the Labour Department website.
Applicability
These rates apply to all employers in the State of Chhattisgarh engaging workers in any of the 45 scheduled employments listed in Appendix “A” to Schedule Part I — including, among others, power plants, steel and sponge iron plants, rolling mills, cement factories, security agencies, building and other construction work, stone crushing, brick kilns, engineering industries, shops and commercial establishments, hotels and restaurants, educational institutions, hospitals and nursing homes, printing presses, petrol pumps, chemicals and pharmaceuticals, rice/flour/dal mills, plastics, powerlooms, public motor transport, poultry farms, and any manufacturing process carried on in a factory not otherwise covered by the Schedule — as well as State Government departments engaging daily-wage workers and employees, employers engaging workers in agricultural operations, establishments in the agarbatti industry, and establishments engaged in the manufacture of tobacco including beedi making, across all three wage zones of the State.
Compliance Requirements
The revised rates, set out in Schedule “Kh”, apply from October 1, 2026 to March 31, 2027.
