All three notifications were issued by the Ministry of Ports, Shipping and Waterways in the Gazette of India, Extraordinary, Part II–Section 3–Sub-section (i), dated July 27, 2026.

G.S.R. 671(E): Applies to Indian-registered ships on any voyage and to non-Indian ships in coastal waters constructed on or after July 1, 1998. Contains 15 rules and a Schedule I covering personal life-saving appliances, survival craft, rescue boats, launching appliances, radio life-saving appliances, testing/servicing requirements, LSA service station and competent-person certification, training, drills, muster lists, and alternative design provisions.
G.S.R. 672(E): 48 rules across 4 chapters plus 11 schedules, covering Flag State Implementation (inspection of Indian vessels) and Port State Control (inspection of foreign vessels in Indian ports/waters), including detention/release procedures, recognised-organisation oversight, banning of substandard vessels, training/qualification of inspectors, fees, penalties, and appeals.
G.S.R. 673(E): Regulates recruitment to 4 Senior Private Secretary posts (Group ‘B’, Level-8, Rs. 47,600–151,100) in DGMA — 75% by promotion (from Stenographer Grade-I, Level-6, with 6 years’ service) and 25% by deputation (max. 3 years, age limit 56 years), with disqualification, relaxation, and savings provisions, and a Group ‘B’ Departmental Promotion Committee specified.
