Notifications under Industrial Relations Code, 2020 – Designation, Appointment and Delegation of Powers

Notification/Circular No. S.O. 2316(E), S.O. 2317(E), S.O. 2318(E), S.O. 2319(E), S.O. 2320(E), S.O. 2323(E) dated May 08, 2026
Applicable Act/Rule: Industrial Relations Code, 2020

Ministry of Labour and Employment, Government of India, issued six notifications on May 8, 2026 under the Industrial Relations Code, 2020, covering the following:

S.O. 2316(E) | Section 83(1): The Central Government has set up a fund called the Worker Re-Skilling Fund for the purposes of the said Code. [F. No. S-11025/08/2026-IR(PL)]

S.O. 2317(E) | Section 89(1): The Central Government has specified the Additional Chief Labour Commissioner (Central) and all Deputy Chief Labour Commissioners (Central) across 21 offices to exercise functions relating to composition of offences in respect of industrial establishments for which the Central Government is the appropriate Government, within the territorial jurisdictions set out in the common Table below. S.O. 2318(E) | Section 85(1) r/w Section 86(3), (5), (10), (11) and (20): The Central Government has appointed all Regional Labour Commissioners (Central) across 21 offices to hold inquiry and impose penalty under the specified sub-sections of section 86, within the territorial jurisdictions set out in the common Table below. S.O. 2319(E) | Section 87(1) r/w Section 86(4), (6), (12)–(19) and Section 100: The Central Government has directed that its powers under section 87(1) in respect of offences punishable under the specified sub-sections of section 86 shall be exercisable also by the Chief Labour Commissioner (Central) and all Deputy Chief Labour Commissioners (Central) across 21 offices, within the territorial jurisdictions set out in the common Table below. S.O. 2320(E) | Section 59(1) r/w Section 100: The Central Government has delegated its powers under section 59(1) to the Regional Labour Commissioner (Central) within jurisdiction to discharge the functions under that provision. [F. No. S-11025/12/2026-IR(PL)]

S.O. 2323(E) | Sections 78, 79 and 80 r/w Section 100: The Central Government has delegated its powers under sections 78, 79 and 80 to officers of the rank of Joint Secretary and above looking after Industrial Relations in the Ministry of Labour and Employment, to examine and consider applications relating to lay-off, retrenchment and closure in establishments where the Central Government is the appropriate Government.
