Registration of Bulk Waste Generators on CPCB Centralised Portal under SWM Rules, 2026

Ministry of Environment, Forest and Climate Change notified the Solid Waste Management Rules, 2026 vide notification No. S.O. 388(E) dated January 27, 2026 under the Environment (Protection) Act, 1986, with effect from April 1, 2026. As per Rule 6(a) of the SWM Rules, 2026, every Bulk Waste Generator (BWG) is required to register with the concerned local body through a centralised portal. As per Rule 39(36) of the SWM Rules, 2026, Urban Local Bodies (ULBs) are required to identify BWGs through detailed survey and update the list on the portal every year by April 1. Identified BWGs are to be geotagged. Local Bodies are required to map all BWGs, hotels, roadside eateries, commercial or institutional premises generating organic and bulk waste.

Central Pollution Control Board (CPCB) has developed a module on the centralised portal to facilitate registration of BWGs, which has been made live with effect from May 31, 2026. The URL of the centralised portal is https://swm.cpcb.gov.in. BWGs can create log-in IDs and submit details pertaining to the grant of registration on the said portal.

The letter is addressed to all State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs), with copies to Joint Secretaries of the Ministry of Environment, Forest and Climate Change; Ministry of Housing and Urban Affairs; Department of Drinking Water and Sanitation, Ministry of Jal Shakti; Ministry of Panchayati Raj; Department of Rural Development, Ministry of Rural Development; Principal Secretaries of Urban Development Departments and Rural Development Departments of all States and UTs; and Regional Directorates of CPCB.

SPCBs/PCCs are requested to direct all ULBs, Municipal Corporations, Municipal Councils, Nagar Panchayats and other local authorities within their jurisdiction to take necessary action for awareness, dissemination, identification, and channelisation of BWGs for registration on the centralised portal. An action taken report is requested to be provided to CPCB by June 15, 2026.
