The Directorate General of Foreign Trade issued the Trade Notice in continuation of Public Notice No. 49/2025-26 dated February 24, 2026 and Public Notice No. 05/2026-27 dated April 30, 2026 concerning allocation of wheat under HS codes 10011900 and 10019910. The Competent Authority has decided to review utilization of quantities already allocated and assess requirements for further allocation of unutilized quota.
Exporters who received authorization to export wheat under the specified Public Notices are required to submit a Chartered Accountant-issued Utilization Certificate showing the quantity exported against the allocated authorization up to August 26, 2026, along with Shipping Bill details. Exporters may also submit requirements for additional wheat quantity or requests for surrender of allocated quantity, together with justification and copies of valid export contracts or purchase orders, where available. The required information and supporting documents are to be submitted by August 31, 2026. Applicants seeking additional quantity are also required to file the corresponding amendment application on the online portal by the same date.
Authorizations where more than 50% of the allocated quantity has been utilized may be considered for further re-allocation. Where utilization is below 50%, the unutilized quantity may be transferred to the common pool for reallocation unless valid export contracts or purchase orders are provided. Allocation from the common pool will be made by DGFT based on documents submitted by firms. Non-submission of the required information within the prescribed period may result in reallocation of unutilized quota and barring applicants from future restricted export authorizations. DGFT reserves the right to decide or alter the modalities of distribution and allocation based on applications received.
