The Central Government, through three notifications dated August 21, 2026, notified the date on which sub-section (7) of section 3 of the Telecommunications Act, 2023 would come into force, notified the Telecom eServices Portal of the Department of Telecommunications as the portal for digital implementation of the Telecommunications (User Identification) Rules, 2026, and notified specified telecommunication services in respect of which authorised entities shall ensure verifiable biometric based identification of users in accordance with the Telecommunications (User Identification) Rules, 2026.

S.O. 4616(E) appoints August 21, 2026 as the date on which sub-section (7) of section 3 of the Telecommunications Act, 2023 comes into force.

S.O. 4622(E) notifies the “Telecom eServices Portal” of the Department of Telecommunications as the portal for digital implementation of the Telecommunications (User Identification) Rules, 2026, pursuant to rule 11 of those Rules.

S.O. 4623(E) notifies wireless access services and internet telephony service through mobile user terminals as the telecommunication services in respect of which authorised entities shall ensure verifiable biometric based identification of users to whom such services are provided, in accordance with the Telecommunications (User Identification) Rules, 2026. The notifications apply to the Central Government, the Department of Telecommunications, authorised entities, and users of the specified telecommunication services, to the extent stated in the respective notifications.
