Notification/Circular No.: 10893 / U.P. RERA/2026-27 dated September 30, 2026

Applicable Act/Rule: Real Estate (Regulation and Development) Act, 2016; Uttar Pradesh Real Estate (Regulation and Development) Rules, 2016; UP-RERA (General) Regulations, 2019

Applicable Section/Rule: Regulation 3(b) of the UP-RERA (General) Regulations, 2019

Effective Period: Immediate effect

The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) issued an office memorandum requiring digital submission of Architect (REG-1), Engineer (REG-2) and Chartered Accountant (REG-3) certificates along with Quarterly Progress Reports (QPRs) for registered real estate projects, starting with the quarter ending September 30, 2026.
Promoters must submit QPRs and digitally signed REG-1, REG-2 and REG-3 certificates through the UP-RERA web portal. The existing facility for uploading scanned PDF certificates will be discontinued from the quarter ending September 30, 2026. The deadline remains the 15th day after the end of each quarter; therefore, the QPR and certificates for the September 2026 quarter are due by October 15, 2026.
The digital certificates must contain information consistent with the preceding quarter, wherever applicable, and form part of the project’s regulatory compliance record. For pending earlier-quarter QPRs, promoters must first complete the required physical and financial achievement details; digital certificate submission for those pending quarters will remain disabled.
