Telecommunications (User Identification) Rules, 2026
The Central Government notified the Telecommunications (User Identification) Rules, 2026 after considering objections and suggestions received on the draft rules published on September 19, 2025.
Telecommunications User Identification and Service Notification Framework
The Central Government, through three notifications dated August 21, 2026, notified the date on which sub-section (7) of section 3 of the Telecommunications Act, 2023 would come into force, notified the Telecom eServices Portal of the Department of Telecommunications as the portal for digital implementation of the Telecommunications (User Identification) Rules, 2026, and notified specified telecommunication services in respect of which authorised entities shall ensure verifiable biometric based identification of users in accordance with the Telecommunications (User Identification) Rules, 2026.
Notification of Career Centre (Central) under Social Security (Central) Rules, 2026
The Central Government has notified the Central Employment Exchange and the National Career Service Portal under the Directorate General of Employment as Career Centre (Central) for the purposes of the Social Security (Central) Rules, 2026.
Amendment to Para 1.25 of Foreign Trade Policy, 2023
The Directorate General of Foreign Trade has amended Para 1.25(d) of the Foreign Trade Policy, 2023 with immediate effect.
For grant of One Star Export House status, other than for the Gems & Jewelry Sector, export performance in any two out of the three preceding financial years shall be sufficient. Other provisions of Para 1.25 of FTP, 2023 continue to apply.

Taxation and Other Laws (Amendment) Act, 2026 Enacted
The Taxation and Other Laws (Amendment) Act, 2026 received Presidential assent on August 17, 2026 and was published in the Gazette of India, Part II–Section 1, on the same date. It amends the Payment and Settlement Systems Act, 2007 and the Income-tax Act, 2025, and amends the Finance Act, 2026. It also repeals the Income-tax (Amendment) Ordinance, 2026, with a saving clause deeming prior actions under the Ordinance to continue under this Act.
FSSAI Advises Use of “NFG” Qualifier for Non-Food Grade Items in Bills of Entry
The Food Safety and Standards Authority of India (FSSAI) regulates import of food articles under the Food Safety and Standards Act, 2006 and the Food Safety and Standards (Import) Regulations, 2017. FSSAI has observed that a large number of Bills of Entry pertaining to non-food grade items, particularly items having dual food/non-food use under the same HSN code, are being routed to FSSAI for clearance.
BIS Notifies 28 New/Revised Indian Standards Across Multiple Sectors
The Bureau of Indian Standards, in pursuance of Rule 15(1) of the Bureau of Indian Standards Rules, 2018, notified the establishment of a total of 28 Indian Standards across three notifications dated July 23, July 24, and July 27, 2026. Where an established standard supersedes an earlier version, the superseded standard remains concurrently in force until its stated withdrawal date, which in each case is January 21 or January 24, 2027 (six months from the respective establishment date).
